Experience

Additional Requirements

  • At least 03 (Three) years of relevant work experience.
  • Experience in developing questionnaire in Kobo collect and similar apps.
  • Experience in developing dashboard using Microsoft Power BI and similar apps.
  • Experience in data management, data analysis, data interpretation and reporting.
  • Skilled in computer literacy including MS Office
  • Knowledge and understanding of the complexity related to diverse hazards include climate change.
  • Flexible and willing to work beyond office hour and during weekend during emergencies.
  • Proficiency in Bangla and English.

Responsibilities & Context

Red Cross Red Crescent (RCRC) Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a National Society of the Movement, constituted on 31 March 1973 by the President’s Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government in the Disaster Management field, BDRCS has provided humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting RCRC ideals and principles.

Currently BDRCS is looking for a suitable Bangladeshi candidate for the following position of its National Headquarters (NHQ) Emergency Operations Centre (EOC):

Department: Disaster Response

Job nature: Contractual

Duration of contract: One year (with the possibility of extension)

Reporting to: EOC Manager, Disaster Response Department, BDRCS

Duty station: Dhaka, BDRCS NHQ

Purpose:

To run the emergency operations smoothly and efficiently, EOC of BDRCS at NHQ is playing an important role through ensuring coordination with all 68 BDRCS branches, concern departments and relevant stakeholders. EOC officer position will ensure the smooth running of the EOC at NHQ level (Dhaka) with a specific focus on data management, analysis, interpretation, planning and reporting on disaster situation overview.

Duties and Responsibilities:

General responsibilities:

  • Monitor, collect and analyse the situation/ data in order to facilitate the courses of action and inform decision making.
  • Promote timely identification of problems and prioritization of actions.
  • Keep track of NS key resources (contingency stock, national surge capacity, contingency fund) available as well as used in the ongoing operation.
  • Facilitate implementation and tracks progress of relevant plans (Contingency plan, Early Action Protocols, Response Plan, Emergency appeal).
  • Produce and disseminate reports that describe the situation and operation.

Specific responsibilities:

BDRCS HQ EOC will be active throughout the year and will be upgraded or downgraded based on set triggers.

  • Level 1: Regular monitoring phase – monitoring throughout the year
  • Level 2: Enhanced monitoring phase – monitoring of potential extreme events
  • Level 3: Alert phase – monitoring of credible threats or risks, or support to a new or potentially evolving event or anticipatory actions (may not require activating full structure/ Task Force and contingency plan)
  • Level 4: Response phase – activation of full structure, implementation of contingency and/ or business continuity plan, or a robust response to an unexpected event

The specific responsibilities of EOC Officer are

  • Lead the processing of data and production of reports including tables, graphs, infographics etc. critical to the operational decision making.
  • Design and/ or update necessary data collection forms, ensuring that the purpose and use of data collected are clear and that questions and format are simple, clear, and collectible, and compatible to the EOC dashboard.
  • Organize and manage data input from data collection forms initiated by branches and conduct initial analysis of the data. Take responsibility of inputting data from various national/ NHQ level sources.
  • Identify appropriate secondary data and information resources. Review various available/ new data sources and support the determining the relevance and usefulness of various data sources (fully or partially) for the operations.
  • Proactively gather information from the relevant ministries, UN agencies and other organizations.
  • Organize and maintain GIS data in accordance with the relevant agency data management protocols.
  • Ensure the coordination, timely preparation, and submission of EOC related reports/ updates as per the frequency set in the EOC SOPs.
  • Contribute to NS-wide learning by sharing lessons learned, good practices and evidence provided by multiple information sources.
  • Closely work with BDRCS IM Officer and PMER Cell for the strengthening of IM an PMER system for the EOC. Work closely with the logistics department for the collection of stock related information to update relevant sections of the EOC dashboard.
  • Support the update and improvement of EOC dashboard/ system for data presentation (both quantitative and qualitative) for the operational decision-making, linking dashboard/ portal to BDRCS website.
  • Ensure effective working relationships with all BDRCS departments including support services at HQ and field levels.
  • Ensure routine maintenance all EOC hardware, ensure its continuous functionality and state of readiness, draft user guides and process documents, test contingency plans (loss of power, loss of Internet) and provide end-user training together with relevant ICT personnel.
